Freedom and Guidelines in Development – How Delivery Principles Guide Us

How can teams develop good software for the federal government? Even after more than five years of DigitalService, this question has yet to be definitively answered. Ministry officials and development teams must work together and pursue a common goal in order to develop high-quality and useful software products. This requires a shared foundation.

In this post, we present our delivery principles. We apply these principles when developing our software and transformation projects. They enable us to maintain a consistent approach across our diverse projects. At the same time, they help us ensure transparency regarding our approach to our project partners in the federal administration.

Dr. Clara Völker

is Head of Product and has been with DigitalService since January 2023. Prior to that, she held various product roles across software and hardware, including at eBay Kleinanzeigen and Native Instruments. In the early 2000s, she was an editor at De:Bug, a magazine covering various aspects of electronic culture; she also worked as a DJ and wrote for print publications. She earned her Ph.D. on mobile media and the history of ideas surrounding virtuality. Clara is passionate about developing digital products that make people's lives easier. In her free time, she enjoys analog pursuits such as hiking, basketball, and baking bread.

Stephanie Kaiser

is CPO at DigitalService. She previously made a name for herself as co-founder of three startups and has been a member of the German government's Digital Council since 2018. In 2015 and 2016, she was voted among the "50 most inspiring Women in Tech in Europe." When she's not working, you can find her cycling or scooting on Berlin's streets. To her own surprise, it's the place she's returned to again and again, although Paris, Ho Chi Minh City, Warsaw and Milan were also beautiful places to live.

Martin Jordan

works as Head of Design at DigitalService. Previously, he was Head of Service Design at the Cabinet Office in London for over six years. There, at the Government Digital Service, he pushed forward the digital transformation of the British administration and its administrative services. In his private life, he loves porridge. His goal is to compete in the Porridge World Cup at some point and win the Golden Spurtle, the Scottish stirring spoon.
